I wonder if that is technically legal.  "a ground rod shall be inserted into the soil".  Well, a ground rod is inserted to soil.  :-DD

There could be a rather interesting legal argument if there is not formal definition for the term "the soil" - and it would all be hinging on the word "the".

Try that here in Australia and you might find a judge saying something equivalent to "Stop being a dickhead".  Well, that's what it might have been like 40 years ago.  These days, I'm not so sure any more.

Yeah always someone looking for a loophole.

Seriously though I wonder what is even the reasoning behind what they did, I sure hope it's just a joke.  They probably could have used that railing as a ground. Maybe need to ground it to a real ground elsewhere but for a temporary thing it would be much better than trying to be a smart ass haha.

I'm sure regulations added contact resistance with the ground as a requirement, or possibly that the rod has to be xx deep into the soil.

Some people take things literally.
