Reputable consumer electronics transformer,bad isolation?

So I decided to investigate why sometimes, i get a tingling sensation by touching some of consumer devices that are SMPS powered.
I noticed that some devices like my sony tv, lacks ground pin (a bad design decision) and thus manage to give me electric shock when I touch the metal plug shelding of hdmi cable or insert a metallic body usb drive. ( it didnt used to do that when I bought it)

Similarly when I use my laptop on sockets without grounding, it gives me tingling sensation.

My cousin has a gaming computer,full metal chassis, all of it gave you shock making it a torture to use,until he got his house electricity grounded.

I thought to myself,how could it be that these reputable companies (sony,lenovo,corsair) can design such stuff?

all of these devices seems to be leaking out 70-80 volts in referance to earth, and giving out 3-4 microamps

what could be the reason?

unfortunatly the warrienty is intact,otherwise I would have done a teardown

then they'd know that there is gonna be some leakage and they'll supress it by connecting the output to electrical ground (earth) which sony didn't seem to do (see photo) (the coarsair and lenovo sure did that making it ok when the ground is connected properly), and they could choose a capacitor of value low enough, that its un-feelable
