It isn't a real power meter unless it has a real rotating pointer for each digit of the reading.

The scales go in alternating directions; so I think it is safe to assume that there is just a series of 10:1 gears behind the scale? Not easy to read, with most of the pointers being somewhere halfway between the scale marks for most of the time...
That's what almost all USA power meters look like, even the smart meters are just that with an additional little module inside that reads an optical vane on the shaft with the disc. I've seen a few that are completely electronic with an LCD display but 95% of the meters in service look just like the picture.
It occurred to me I actually have an old meter, this is what the mechanism looks like inside with the glass dome removed. This one is made by GE and is probably about 10 years old.
Reading them is indeed tricky, it's something not many people really know how to do. These days it's more and more common for them to be read automatically by the "smart" module rather than having someone drive around and go manually read each one.
