I have no friggin clue. After a quick skim of some stuff written below, I think what is being claimed is that you touch it and the electric stuff interacts with your brain through your nervous system to make you see/hear stuff. I dont really have any idea.
It makes me cringe to think someone would buy one of these things though.

I think I figured  it out.

these aren't ads at all.  they are 'communications' in code.
