What's the best way to create a text block on a PCB?
I need to draw a table showing what the combinations of a set of jumpers means. Do I draw lines, then create text for each table cell? Or should I use another program and paste an image of the table?

Either is OK. If on a silkscreen layer you can't get very complicated anyway.
I tested placing an image (as a PNG format) onto a silklayer and it did OK at picking up the lines for rows and columns. The image was generated using a screen image capture program (Screenpresso) and then saving as a PNG. It may be a faster way to bring in a simple grid if it is complicated.
It seems like a simple table would be easier to draw as lines and text to me.
I thought maybe you could use the layer stack up table as a starter but sadly this feature is stripped from CS. See the related thread here...
