Don't know about that one, but anti-static sprays are certainly available from reputable suppliers and can be useful.
Some are meant for use on carpet or restoring anti-stat matting.

Or for a static dissipative coating

Diluted fabric conditioner works just as well (that's probably what it is).

It's a clear sticky liquid (or maybe just cause the one I found was old).

Diluted fabric conditioner works just as well (that's probably what it is).

might be... :-// Unscented though, smells a bit rank.

The active ingredient in these sprays is ditallow ammonium chloride, a quaternary ammonium compound (CAS 61789-80-8).
The ESD sprays are different, they are modified acrylic lacquers.

I have seen girls use it a lot in theatre to deal with static on big skirts used in a play that make them look like tight spandex after some time. Spray that they use works really well, but brand is different. Have you tested it?

Yep, in the past I've used tap water with a few drops of dish washing detergent in a spray bottle. It works quite well.

Used that sort of stuff to eliminate creaking from door seals.
