Interestingly, podiatrists often use a similar device to treat plantar warts, though it only has one electrode in the device itself.  The process is to clean the skin and scrape the area over and around the wart(s), then an electrode is actually attached to the leg.  The electric current causes the salicylic acid suspended in the liquid to be drawn into the abraded skin, which of course is part of the typical treatment for warts.  The alternative is to hack them out with a scalpel, which is faster but a bit more painful.   >:D

Those devices are properly isolated and certified low current devices though. The fake things are often directly connected to mains or poorly isolated so capable of dangerous high current.
