I somehow missed that.  FFS.  Glasgow city council have never been the brightest though...

But the real genius of this scheme is that the street lights will power themselves (with a little help from some moonlight)  :-DD

It could keep the asphalt cooler to.

And during winter you could heat the roads. Saves a lot of antifreeze, snowplows, traffic jams and what not. I'm all for it!

Now none of you steal my idea before I get to the patent office...  pave the roads with nuclear waste.  Melts snow, drives off water,  and the lovely Cherenkov glow means you don't need to waste money on street lighting.   Also no need for nuke waste disposal sites.  Also, after a few years all those darn slow drivers will be no more.   >:D

Can I have my billion dollar reward now?

Hey, that might even help with biodiversity, too!  You know, by, umm, inducing new potential species to form, via mutations!
