as the picture suggests ... "shhhh" ...
roughly ...
1) u need a picture editor (eg gimp?)
2) turn picture into greyscale
3) reduce highlights and blacks into greys by playing with contrast/brightness.
4) use tool "halftone pattern" + unsharp mask
may require a few rounds of 2+3 plus curve editting

aim is to save as 2 tone (with picture coaxed into newprint style dots)

ULP tool is "import bmp". possible implementation on top/bot name layer
(actual tip sourced from instructables website, but it was only a logo)

do other PCB software also have picture import facility (ie : for purpose of logos?) like eagle?
