$150 is a rough estimate and may not be the total amount. The thing is I have had something similar built in the past though more complex by a Professional for around this, though he is currently unavailable.
I understand the price might scare some people, but It's a representation of the simplicity of the device to be built.
Perhaps it would be wise of me to give some more details on here.
Outline:
The device needs to store a time in milliseconds, (anything from 50ms to 2000ms) this done from the user clicking a button and storing by holding button for 3+ seconds, this 3+ second hold can erase the stored value as well.
User can then try and match the stored time by clicking the button. If there is a match to the stored time (allowing some padding of 50-100 milliseconds either side of the stored time) the device will vibrate for 1 second.
The size has to be as small as possible, hopefully around 30mm x 30mm or smaller, so this would probably need to be surface mount. It also needs to be powered by a button cell.
Regarding building the device, if you can make it small enough without PCB that would be fine initially, but long term a PCB would be much better.
