So, just received an order usign KJPCB, which i ordered via Allpcb.com..
4 layer panel, 125x190mm, Gold ENIG,  6/6 spacing, min hole size 0.3mm
The silk screen was really good, hole registration was good as well, the mask ( green ) was accetable. ( it looks like it might be abotu 0.02mm out )..
This fab apparently is setup for doing quick turn low volume.

I ordered 25 panels on Thursday last week,  and they arrived in my hand today via DHL ( in New Zealand ) today.. Price $USD158 + $32 freight.

The person i deal with ( Erin, not sure of chinese name ) is generally very helpful and they seem to be able to resolve most issues pretty quick..   

I'll be definately giving these guys another order..   And NO i dont' get paid by them, i dont' take any 'bonus' money from them.. This was unsocilited,, just giving you my experience, and your experience might be different.

While they have produced some really great pcbs, they have serioysly just lost their way..   I seriously doubt i can use them any longer.

And for your suggestion of reoffer stencil service, we have feedbacked to our boss and
now we will go on offer the service for the SMT-stencil,
  For a frameless stencil - min $13
  For a frame stencil (300*400mm? 370*470mm) - min $16
