Hey jg28, here is a good pcb manufacturer. I found their promotional pricing which seems to be lower than other companies: https://www.pcbnet.com/Quotes/Board/?cpn=3

Now, regarding led, here is what they have: "Imagineering is aware that white reflects light much better than any other mask color available, which means even the slightest imperfection in color can lose luminance. But is it enough to ask for a white mask and expect that any fabricator will understand what you are trying to accomplish? At Imagineering we have gone above and beyond to research different white masks to find the most brilliant ones in the market. We found that some white masks go dull during reflow while other white masks go on thin, revealing the copper underneath and making it appear pink."  :blah: :blah:

You can read it here http://www.pcbnet.com/capabilities/led

Hope this helps  :)

Have you tried Bi solder paste? That has a much lower melting point, 150°C or so, and is specially designed for LED use. Just a random link below, Bi paste is easy to buy.
