Protoboard assembly

Hi all,

are there any (semi-pro) PCB manufactures/designers that can do protoboard soldiering, verify design and if necessary suggest design (or even fix mistake(s)).
I need a measurement card (few current and voltage transducers, connectors, resistors, amplifiers -- scaling and offset, etc. -- more details in pm) but have only a basic hand-drawn design (i.e. idea) and elementary electronic knowledge. All companies I looked require files to be uploaded for PCB design and I do not have anything like that.
