Antique current shunt for you metrology types

A friend of mine gave me this antique General Electric 0.2% 2A/mV 100A shunt.  I understand this was in a QC lab from a company that no longer exists.  I thought some of you may get a kick out of seeing it.   

I am not sure what the elements are made from or what appears to be some sort of coating on it.

Appears to be the same shunt as part of a kit.  The silver coating must have been original.  It appears non-conductive and I would assume some sort of paint for rust.  I wonder what the elements would have been made out of.
