Since you want to have the Arduino IDE, why not look at the Teesny? The LC costs <$12, has a 12 bit DAC and runs at 48MHz. You can develop using the Arduino IDE (via Teensyduino, very well done). https://www.pjrc.com/teensy/teensyLC.html
