AVR jtag ice is not connecting

I am new to AVR programming and i wish to use AVR JTAG ICE v.2 with atmel studio 7, but it is not connecting. i have not connected the ic yet. Is there any driver needed? Is it essential to connect an ic?

I think this AVR jtag ice is only compatible with lower edition like  atmel studio 4; where can I purchase compatible with atmel studio 7?

The AVR Dragon is compatible with the latest development tools and the price is reasonable
