Is anyone aware of any Cyclone V dev boards with DDR3 (or DDR2), but I really want a non SoC version as the DDR3 on those is attached to the HPS / ARM cpu.

You can still grab SoCKit development kit:

1GB is attached to the SoC part and another 1GB is independently connected to the FPGA logic.
