Cypress SPI NOR Flash memory initialization error

Hello everyone,

I am using Cypress SPI NOR flash as Data logger in my board. Actually, in datasheet about RESET# and WP# pins it is mentioned to put "left unconnected if not used". I followed it and my board got assembled now while checking it is not showing high at RESET and WP pins on my physicaal board, it is showing 0.60V floating value. Hence, the logger is not getting initialized.

Can anyone please let me know how to make the RESET and WP pins high in Software? Also if anyone knows please let me know recommended library(Arduino IDE Environment)? What would be the reason for the pins being floated?
