Hi
It does not meet your exact specs but this is a decent meter for the price
http://www.amazon.com/RSR-Electronics-Inc-Capacitance-Multimeter/dp/B00EJOBQQK/ref=sr_1_16?ie=UTF8&qid=1385327215&sr=8-16&keywords=rsr+multimeter

I have one that I use on occasion that I bought around  2004 that still works.

Good Luck

dont look anywhere else : unbeatable price/performance ratio here : $115 with shipping !
there are some sellers (from japan) that sell this device
take one with the crocodile and tweezers probes like this one :
http://www.ebay.com/itm/DER-EE-DE-5000-High-Accuracy-Handheld-LCR-Meter-with-TL-21-TL-22-JAPAN-NEW-/141116722439?pt=LH_DefaultDomain_0&hash=item20db364d07

I bought one a month ago and I'm very happy with it.
there are some threads on this forum about this device (and the original from IET)

thanks you!
DER-EE DE-5000 seems very pretty, i think it's ok for me
the price is "in budget with tolerance" and the ratio what_you_buy/what_you_pay_for seems excellent!

I like the DE-5000 so much, I have two of them :)

It's a great unit at $120, nothing can beat it at that price.

What is the test signal level of the DE-5000?  Can it test capacitors in-circuit?

test signal is 0.5V rms so ok for in circuit testing
I tried it on a pcb and it measures quite well in circuits capacitors.
but depending on circuit you can get wrong result : i.e. parallels capacitors.

I have an M4070 that I bought from mib_instruments, but I'm not sure what to tell you about it.  I've only had it a month and i haven't used it very much.  The numbers that it gives for capacitance and inductance are close (within a few percent), but not exactly the same as my ~$80 extech multimeter.  I'm not sure which is correct.

May give bad readings with some semiconductors (e.g. Schottky diodes).

not sure because 0.5V is with zero load
someone on the forum (robrenz ?) tested the real signal level and it was less than 100mV

I ordered one (from China). If it (XJW01 ?) does what it is supposed to do the price is very right. I'll do a small review when I get it. There are other sellers which show the PCB and an early prototype. It's nearly unnecessary to do a teardown  ;)

Another option is to get an AE20204:
http://www.ebay.com/itm/AE20204-High-Precision-LC-Meter-Kit-with-RS232-USB-Machined-Case-SMD-Tweezers-/261114894644

The AE20204 measures the resonance frequency which makes it less suitable for components with a low Q factor. The LCR meter should do better.

There are small lies, big lies and then there is what is on the screen of your oscilloscope.
