Now you are giving me a major dejavu. The V9938 was used in MSX2 computers. I just looked up and the programming manual is still on my bookshelve! The last time I messed with one of these is probably more than 20 years ago but I recall they are pretty straightforward. What do you need to know?
There are small lies, big lies and then there is what is on the screen of your oscilloscope.

i have bought a few f these cheap and i want to realize a VDU connected to my soft core, i do not have the time to implement this VDU in vhdl for the moment, so i am looking for schematic and example of usage, assembly code, library, and so on

i have no paper manual, just a pair of pdf about UM, i need a so called "get started"  :-+

Here is a service manual with schematics from a Philips MSX2 home computer:

People with knowledge on how to work with the V9938 probably hang out here: http://www.msx.org/forum

about V9990: it seems there is Team Bomba's GFX9k Library. It is written in Z80 assembly for an MSX computer with GFX9k card.

is anyone interested about developing a PCB with such a VDU on it ?
in case V9958 is the best one trade off
