Can anyone tell the difference between Sigfox and LORA technology ?

They are both low power LPWAN radio technologies but there are differences:

1) Sigfox has to have radio coverage where your end device is located to receive messages to its back end using Internet but Lora can form private networks without mobile or internet connectivity.
2) Only one company - Semtech - produces Lora modules but there are multiple module manufacturers for Sigfox which brings down Sigfox module prices lower (<5$ a module).

If your country has NB-IOT coverage i would choose NB-IOT, the coverage is generally better (they claim that it's better than GSM). It uses a licensed frequency band, instead of an unlicensed band in case of LoRa/Sigfox.
