Low cost single board computer board that can run Win7

I'm working on a test fixture that requires a PC running Windows for the already created test software. In the past I have used Via Embedded, however that was about 3 years back and there is always a faster, better , cheaper version it seems.

 Low cost
 Board would have to be small in the ball park of 10cm x 10cm (or smaller)
 Minimum 2 USB ports, prefer 4
 VGA
 Run off a small HD or SSD card using Win7

Does anyone have any recomendations?

But you need an HDMI to VGA converter, installing Windows 7 might be possible:

If you can/want to go the Aliexpress route, there are hundreds of NUC like single board pc's already with case's, ranging from celerons to i7's(the U flavor, so always a dual core with at most hyper threading), price ranging from 80€ to 400€, if you find one and only need the board, talk to the seller, might get a better deal without the casing.

EDIT: The Celerons are quad cores, but lower frequencies.

I always used to just browse for mini-ITX form factor fanless motherboards to find inexpensive embeddable ones.
As far as I know they may still be among the least expensive despite the fact that there are NUCs and pico ITX and other small form factors out there, many of those are somewhat "niche" and therefore demand a price premium.

I'm going to agree with this, although it may be possible to get a NUC for a good price if you look enough. That being said, mini-itx and NUCs are nearly 20x20cm, so if you absolutely need to fit in 10x10 you might have to use pico-itx.
