I have at least 10 of these ATX/AT power supplies laying around and not one of them needs a dummy resistor to power up.

Do they have fans installed? Maybe the fans act as loads?

Yes they all have fans.  All atx/at computer power supplies have fans.  And when I disconnect the fans they all come on and supply power without any load whatsoerver.

Yes, its correct, I have them with and without a fan and they will switch on OK.

To be honest, the original PSU I hacked (the black one I disassembly) I built around 2 years ago. I cannot remember at the time why I added the load resistors and just kept them for the updated one.
