Simple guess: check the soldering?

I note that the via's are placed closely to the QFP pins from the inside. I suspect there is no via tenting applied because I neither see them at the bottom layer. Typically VCC and GND pins are located next to each other, so it is very possible there is short behind the QFP pins somewhere on the board.

Have you checked the pinouts of all components? If one VDD/GND pair is off, you can also see a short on the entire rail.
