The pin-out with TO220 and similar parts depends one which pins is connected to the substrate. This is usually the one in the center to give the best heat flow. This is why essentially all transistors / MOSFETs in TO220 have the collector / source in the center.

this is NOT a MOSFET.

Plenty of LDOs with normal pinouts around. LM2940, for instance.
