Problem with debugging

Hi
I have a board with LPC4337 MCU.
my board is programmed and work truely, but it doesn't debug.
sometimes it debugs a few lines then stop, and sometimes it doesn't debug at all.
i changed the micro and the 15MHz crystall but the problem still remains.
what can cause this problem and what I should do to solve this problem?
