I don't think anything will solve this decently, except either the OP or dog+owner moving out.
Yes... I thought about that too... the problem is that I'm here from October, he came about 2 month ago and was no problem with him, till he brought that dog about 2 week ago... Since then, I no longer feel safe... The room is full of my stuff moving would be difficult, on the other side he has a bigger bag and the dog that's all... He is a man with a stable workplace now, I'm just a student with occasional smaller jobs but mostly sustained by my parents...
I think we have it here--you "no longer feel safe".
This implies that you are afraid of dogs.( either that or your room mate becomes psychotic when you offend his dog!

There is nothing wrong with being afraid of dogs,lots of people are.
You don't have to cover up with stuff about the dog being annoying,disgusting,etc.
Anyway,the best thing is to tell your room mate.
Maybe,if he is a moron,he will call you a wimp,but he may be terrified of spiders,---or mice!
He was pretty insensitive to just introduce the dog without asking you how you felt about it.
Freaking out the dog won't help,as the more agitated the dog becomes,the more it will annoy,or frighten,you!
I like dogs,but some people are really silly with them,& force them on everybody.
It looks like you may have run into somebody like that.
About tying the dog outside,that just transfers the annoyance to the neighbours--the dog will shriek & wail
all day.
Dogs are not machines with fur,they are seriously dumb compared to humans,but they do have feelings.
And yes, a female dog is commonly (& conveniently) called "she", not "IT" just as a human female is not just called a "human".
