Solar Panel charger for a Arlo Pro using a BQ24650 and set up converter

Hello guys!
I have a small project and could use some much needed advice on where to go next. I have with me a 3W solar panel (7.2v .41A) and would like to know if I could use this to charge a NetGear Arlo Pro security camera. I did some research and found that the BQ24650 could be a great cheap solar charger however I need help finding a way to boost the voltage to 9V and current to 1.1A ( this is what the Arlo battery charger outputs)
A typical Arlo official charger cost about $79 dollars and I realize with the parts I would buy it will ended up costing even more but it’s a small project I want to do. Anyways I’ll update this post with new information I find but any help is much appreciated. Thank you for reading.

You can’t boost voltage and current simultaneously. That would be free energy!
IOW you can’t get 9.9W from a 3W solar panel.

Hmmm so I could also make it work at 5v at 1.8A you’re right I guess I am just gonna have to built a battery bank then use that to charge the Arlo
