Please tell us what kind of tester you made and post a PDF or an image of the schematic.

You're going to get ripped a new one not being bothered to export an image.  Lots of folks here don't have Eagle installed and won't be bothered to just to help you.

I'm a nice guy, so...

Edit:  forgot to change background color to white.

This is probably that well-known component tester designed by Karl-Heinz Kübbeler. Here you can find the firmware. http://www.avrtester.tode.cz/index.php?p=firmware
Author's web: http://www.mikrocontroller.net/articles/AVR_Transistortester
Here is a main thread. https://www.eevblog.com/forum/testgear/$20-lcr-esr-transistor-checker-project/360/

That LM339 PWM circuit is IMHO rather useless. The backlight level can be set to maximum always.

That circuit looks very familiar ;-) You'll find the source code at http://www.mikrocontroller.net/svnbrowser/transistortester/Software/ ('trunk' is the current k-firmware under development and 'Markus' contains the m-firmwares).

It's nice to be able to set the backlight based on your environment. But you're not forced to build the tester with the PWM circuitry if you don't like it ;-)

START pushbutton in series with the base of the transistor will leave the base floating?

Add a 100kOhms resistor to ground if you're worried.

What's wrong with the PCB you got? I have two of those (exactly the same) and they run fine.
