What is the IPC document standard for through hole dimensions...

The 7351 has dimensions for SMT stuff, but is there one for through hole?  That would say what the lead width typically of a 1/2W or 1/4W resistor, etc.

Its ultimately up to your pcb manufacturer and what tolerance they can work to.
For say a little 1/4w reisstor, i make the hole diameter 0.2mm more than the largest tolerance lead diameter....bigger if ive got lots of pcb space.

And ill try and make as few different thru hole sizes on a board as possible, so that its cheaper....ie use one drill size if you can get away with it

I've looked through the IPC-7251 - maybe I am missing it.  What I am looking for is a list of standard package sizes, like DO41 and what the dimensions of that package are.  Is there a single guide that has all of these together?

2221 is still commonly referenced, not sure if it's the primary one today.

It doesn't specify package sizes, which are JEDEC for the most common (multiple source) semiconductors.

Probably, there is too much flexibility among THT parts -- after all, the leads can be formed to any position, if long enough.  (SM-782 has a similar problem with SMT inductors, which are so diverse, only general rules can apply; IPC-7351's calculations are useful here.)
