2221 is still commonly referenced, not sure if it's the primary one today.
It doesn't specify package sizes, which are JEDEC for the most common (multiple source) semiconductors.
Probably, there is too much flexibility among THT parts -- after all, the leads can be formed to any position, if long enough. (SM-782 has a similar problem with SMT inductors, which are so diverse, only general rules can apply; IPC-7351's calculations are useful here.)
