AC-AC transformer fried?

I have an AC-AC transformer rated at 230VAC primary and 2x27VAC secondary. The secondary coils measure 0,71 ohms and 0,77 ohms, so they are not opencircuit. When measuring the AC output with no load, i get only 51-52mVAC. Is this because the transformer is dead, or could it simply be because i have no load hooked up to it?
Crank it up till' everybody's ears are bleeding, then back off just a notch.

You haven't posted the primary resistance - I suspect that the primary is open-circuit. There may also be a thermal fuse in series with the primary that has opened.

Edit: running it without load won't have damaged it or caused false readings.
