Broken TV (TEAC LEV3992FHD)

The TV powers on and shows the TEAC splash screen, then the power LED goes spastic and starts flashing green and red, then the TV restarts and does the same thing again and again...

The main board is a TP.SIS231.P83, I cannot  find a replacement on Aliexpress or Ebay. The Board also doesn't have visible damage like blown capacitors or burn marks.

Does anyone have any ideas on what I should do to try and fix it. I have already unplugged the internal DVD player and speakers.

I'd try checking the main electrolytic capacitors with one of these:

They are a lifesaver.

And if you don't have a good soldering iron, get one of these:

I've got the more expensive 3 in 1 unit, and my original tip works like new after a year.

Thank you. I will buy the transistor, diode tester and the soldering iron.
I'll buy them when I get home.

Restarting at the splash screen is firmware. You'll need to remove the eeprom and program it externally.

I agree, it's an EEPROM problem.
