Make the file smaller. If you're running Windows try a free utility called IrfanView, it's great. If you're on Linux then Pinta works similarly. There will be something similar on Mac but I don't know what.

Post some high res pictures of the board.  Some close ups of the damaged area.    What is your background?  Do you have the skills to do the repairs?

Download and install Irfanview, open the file, from the edit menu select resize/resample and change the resolution to something reasonable like 1600x1200 and then save as and post that file. There are lots of tutorials out there, resizing photos is a very simple and useful procedure that only takes a few minutes to learn.

Yes, although now it's a bit too small to see clearly, you could also get some extra detail for free by cropping it prior to shrinking it. Did it get wet? At a glance that looks like rust.

That poor board.  Try to zoom into that damaged area.

Just looks like conformal coating to me.

board was exposed to mud and water , bobcat mounts this in machine in the frame beside where your feet are, it is behind an access panel in a plastic case that has vents ,  very stupid place imo, this is componet that burnt out, board had a thin coating of flexible material about 1/8 inch thick on it i removed some around the same kind of chip hoping this would help identify, this is a very common problem with these boards of this age app. 1998-99 which is another reason i would like to repair this not buy another 1 which will probably fail in the same way in the future i cant for the life of understand why this is mounted in the machine where it  thanks steve

Old Siemens part, BTS621L1.   This is a high side driver.   They are protected (normally).  Looks like they are still available.
