My guess is that the PP means polypropylene film capacitor.

from what I can find on google, SEC = Southern Electronics Capacitor, PP51 being the series. Polypropylene & Foil in a radial box casing. 90-01 might be a date code.

Thank you both.  The BOM says 'film' so yeah it's apparently a polypropylene.  I Google-stalked but did not run across Southern Electric.  Appreciate the info.

I've got some old gear with a lot of these and one has failed as a dead short (literally a couple hundredths of an ohm measured in 4-wire mode).  Weird failure mode for a film cap...

That is not an odd failure more for a film/foil capacitor.  Metalized film capacitors are the ones which self heal.
