DSE Q1760 Power Supply

Hi,
I have an old DSE Q1760 power supply.  0-30 volt, 5 amp, analogue meters, current limiting.

A bit of research indicates that these apparently give a pretty massive power spike at first turn on (can't verify as I don't have a DSO yet, but do see a significan flick on the meters).
This may be problematic if I ever have something hooked up when I switch on. I have seen that a lot of cheap power supplies have the same issue, and have seen videos of people doing simple mods to remedy this. However, probably due to age, I've not seen any info on how to cure this supply.

Can anyone assist with info about fixing this? I'm a complete beginner in electronics, so sorry if this is a pretty basic question.

I was unable to access the circuit - as you indicated there seems to be a forum issue. I would really appreciate a copy of the circuit if you could supply it.
