Help to repair Fluke 1587 insulation tester.

Hi. I have a Fluke 1587 insulation tester, now on any scale reads 0 volts or 0 ohms or beeps like if you shorted all functions are working but measuring 0 on all types. Any suggestions?? I can post pictures of the pcb. I tested with another multimeter looking for a short circuict the terminals with no luck.

Trying to find the problem, I removed the IC TL 24351 and the problem seems to be gone. There is no measurement, only ---- as normal.
