Need Help with Hioki 3454-51 Insulation tester.

500v was put into the meter in the continuity mode.

Would like to get service manual and or schematics?

 Q14 a 6 pin Sot363 with K1 on it went pop, IC2 is to hot to touch 5 pin sot23 and the unit will not power on 

have removed q14 and still no good IC2 could be a voltage reg  it have the marking of B481
