HP Pavilion 15-AU board repair

Hello,
I have a few questions about the HP 15-AU motherboard, it is a new board, with i7-7500U (DAG34AMB6D0 901573-601), ddr4, which I believe it worth to have a look and test it. I only have the board and a good DDR4 memory for test, nothing else, not even the heat sink and fan. Did anybody come across with this type of laptop?
And here are my questions:
1. Does it start with 19V without smart pin power supply? I don't have this type of charger that's why I'm asking.
2. Does it start without the battery connected? I'm referring to the main battery (Li-Ion battery) not the bios battery.
3. Does it start without the fan?
4. What are the main power rails for it? From the measurements I detect 8.7V going almost everywhere, does it make any sense? I expected that the 19V power rail to go everywhere but this is a new model of motherboard and I'm not very sure. The ITE chip seems to have its 3.3v so I don't think there is any problem with it.
