I need help troubleshooting Dave's soft latching power switch design

I designed and built a circuit that turns on and off using Dave's soft latching power switch circuit but it has some weird problems. When I give the circuit power it doesn't turn on and when I push the button it turns on, like it should. However, when I push the button again it doesn't turn off, no matter what I do I can't get it to turn off. Another interesting thing is that I can turn it on by just touching the switch's leads. Please help, I need to get this project finished as soon as possible.
