Mains wiring question

I'm working on a Jung Jin 1051B RF signal generator that appears to be dead.
I've got the power supply out, and measuring the voltages, things appear off.
It looks like the unit might be wired incorrectly for the 120 vac for my area. Thoughts?
I should add that these values are with the loads disconnected. With the loads, there is sag of the DC voltages.

Issue solved. This unit has a Corcom J series input module with a small PC card to select the input voltage. It was set to 220 vac. Set it to 120 vac and I have front panel lights. :-DD
