Palit Jetstream 780 doesn´t receive power from PCI-Express and not initialize

I have checked with a multimeter my Gtx 780 Palit Jetstream , the card doesn´t initialize anymore and the fans are not spinning , I have checked that  the Pci Express power line (Pin 1-2-3) don´t give any value with multimeter setted on diode/beep mode, what should I check to recognize the culprit for this problem???

What exactly did you measure?

I would start by inspecting the board closely to see if there are any visual clues as to why it isn't working.
