Check the capacitor (discharge them before some have lethal voltage) , i had several lcd monitor/tv restored who had this problem, with time they dry and they can't keep the flow and start to flick the screen (on and off) some fast and other so slow you start to think if it's someone try to prank you with a remote  ;D .
