Replacement IC

I have a broken USB charger for car.   
The IC chip does not give out 5V ..just 0.5V

The IC is HC1005 (HW) EF6V4R   12V to 5V step converter.

I tried to find it on ebay but no success

I do not understand Chinese  :-). 

Is there anybodu out there that can point out a replacement IC with same pinout as this one?

You can try this MAX756. It accepts a positive input voltage down to 0.7V and converts it to a higher pin selectable output voltage of 5V (or 3.3V).

I'm all for repairing things, but is there something special about this USB charger that makes it worth buying replacement parts when you can buy a whole unit for a few dollars?
