SMPS Mystery Controller IC

I am currently trying to repair a pool chlorinator controller that has a problem with the power supply.
I cannot identify the IC that is used in this unit. It is marked Q311  VJ34 but i can not find it anywhere. The Q may be a letter O or a zero, it is not clear.
It is low power, switches 380VDC and has integral switching device (no external mosfet).
I have attached a sketch of the circuit.
If anyone can offer suggestions as to what the device may be then i would be extremely grateful.
The equipment supplier refuses to help with this matter.

So fast too, the ink was barely dry on the paper!
I will download the datasheet and continue with my repair.

Yeah, there was a bloodbath in last 2 years. A lot of semiconductor companies got bought / merged.
