Stahwerk TIG welder power supply weird problems

I am trying to help a friend to troubleshoot a non starting Stahlwek (china made) WIG200p
It was working last summer but my friend stored it out on his porch but it has both windows and
roof, i nailed it down so far yet that the powersupply does not start up (in the schematic) Q101
gets fed thru C103 and D107? shall this give the gate a positive voltage pulse around 8-9V on the
gate on the mosfet? It was dead until my friend touched the gate of the mosfet Q101 with his multimeter

Does this circuit make sense to anyone else?

Am i wrong with that  the 8.2V zener shall get some voltage thru these: C103/D107/R210 ?

Can't find anything else C103 is measured at 9.9nF ERS 18ohm all electrolytes seems ok
he even checked the diodes in the circuit (1n4148)

Something is wrong i say lol!

Looks like it is missing power to start-up the oscillator. Check the path C103 - R210 - R209. Make a thorough visual inspection of the solder joints on that path - including the gate of the mosfet.

Yeah my point of view too, i measured C103 it is ok then i shall check the 510k resistor too thanks for your input then atleast we where thinking the same
