Hello,

What defects can affect an IC?

I have had a bit of trouble making sure a BGA CI is defective.

I know it depends on the IC, but roughly, which tests do you recommend?

Looks at the IC's datasheet. Check that all of the facts stated in the datasheet are true of the IC in front of you.

For example, if it's an op-amp, check that is amplifies. If it's a microcontroller, check that it communicates over JTAG and computes. You'll have to be much more specific about the IC you have before we can provide any remotely applicable advice, I suspect.
