Could somone please help me identify following element from ATX power supply, Delta DPS-280FB
May be the IC has different more popular designation ?

I cannot locate datasheets or schematics :(

Hint: There is a LM339n (quad comparator)  next to this chip on the PCB.

Delta used proprietary controllers in their PSUs. Trace out the circuit and see if that gives you any clues if it's similar to some other common one.
