zebra gk420d thermal printer

Hello

I am trying to fix the printer, everything except the stepper motor driver TB62209FG (http://pdf1.alldatasheet.com/datasheet-pdf/view/137000/TOSHIBA/TB62209FG.html) works. Referring to its datasheet the TSD protection is active because its outputing 5v to pin 19-PROTECT, I've purchase few more of this IC's and solder two of them and they also outputing 5v on pin 19 and I can't understand why, can someone help me ?
