USB Power Adapter Review Validity - Toms Hardware

Just saw an article posted on Toms Hardware regarding various USB power adapters they've just put through a test. From the outset, it looks like the methodology is sound though I'm no expert. Additionally, it looks like they are using Uni-T meters. I'm guessing they're on a budget.

Would anyone with more knowledge care to read through the review and report back on whether its valid or click-bait bull?
