They don't work that well, because there is no continuous source of vacuum. Once the spring stops, the parts tend to fall off.

Mikeselectricstuff  has the definitive word on these:

and goes on to discuss why

Manual vacuum plier?

Well I have one and it is useful for one other thing. Say u dump out a bunch of ICs on your bench. And then you realize that they are oriented the wrong way to how your board has to be oriented to actually place and solder them.

Take cheap manual vacuum plier and straighten out the needle. Then u can pick up, spin, and set down the ICs quick and easy.

And or move them around. But to place parts on a pasted board, not a great tool.

Around these parts, we call these things vacuum pickup tools.

It might be easy to buy one of those and mod it to a vacuum pump (i.e. fridge pump with oil filter on the output and some dessicant on the input). Or just buy a real vacuum pump.

I think those manual ones are meant for desoldering surface mount with hot air, so you get a IC hot enough and then use that tool very quickly to remove it. It's not meant for placement.

Obviously for large many pin IC's that have a wide area in relation to height, making their grabbing with tweezers difficult.

"vacuum pliers" sounds nearly as exotic as sonic screwdrivers!
